Look at what Draco doesn't have though. He has no shielding system and his weapon is a battleaxe. He needs something here. This makes him the strongest character, but he doesn't have any other skills really besides using a giant axe of death.

EDIT: A few cultural things I must add:

1) The currency of Port Argis (and most of the galaxy) is bitcoins. Bitcoins are electronic money that uses no paper. It is used via a debit card-type device that contains your genetic material so that only you can use it. Money can be transferred between cards by tapping them together. They can react to brain waves and because of this automatically know the amount you want to transfer. Each credit is encoded with quantum binary code that can only be accessed by a person's individual card, making stealing bitcoins exceedingly difficult to do without stealing someone's card and having their DNA somehow (it's theoretically possible, but improbable.

2) Culture-wise, Port Argis is much like 1920s New York. There is an economic boom in most services (save legal robotics) and because many people missed most of their young adult life while at war, partying is rampant. There are tons of late parties and people are constantly drinking. Imagine Great Gatsby in the future.
